Outsider Policy: Any applications made in which the character has a history of being a loner/rogue/kittypet must have an application with a name indicating such, and when accepted, they have to make a thread in WhisperClan. It's likely that some patrolling cat will find them and take them to Thrushstar. From there, he'll decide whether or not they can actually join the Clan.
Alternatively, one can play their already-made loner/rogue/kittypet and follow this process (minus the application-posting, of course) to potentially join WhisperClan.

If the character had loner/rogue/kittypet parents but was born in WhisperClan, that's fine, leave it as a normal warrior.
